Is this for computer in and AD Domain? If so the best place would be in a computer startup GPO. Computer Startup GPO scripts run as the system and not the user account.
Otherwise, if it needs to be run by a user you could use this script. If the user does not have access to the Admin$ share they do not have admin rights.
