1) Excel VB to open CSV files and write them to mySQL database daily.
2) Automated to run at certain time.
3) ~ 1000 CSV files / day ( Approximately 10 columns, 400 rows of data per CSV)

unless you keep Excel open all the time, this is not the choice to do.
use the scheduler coming with the os (windows => scheduled tasks) to start off a task at certains times...

is this really CSV? why then not use the MySQL statement LOAD DATA INFILE:

I presume, in 1 folder etc. with some VBscript (even outside of ms excel), you can do that quite easily.
check out for some scripts to list files in a folder using Scripting.FileSystemObject
