Winsock TCPIP Corruption after conficker worm infection

i have two servers both running server 2003 SP3.  They were not protected by antivirus and the conficker worm infected them.  After cleaning the virus it has left the servers in the same state.  running IPCONFIG from the command line returns an access denied error and also includes the error "cannot open tcp/ip registry key" .    The IP address returns to  automatically select after reboot also.

Fixes I have tried.

repaired winsocks
repaired tcp/ip stack
repaired ipsec policy
performed repair installations of the operating system
Installed a/v and performed scans that report nothing
reinstalled NICs

Any help would be greatly appreciated to return TCP/IP funtionality.
