The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? writing small business applications

I have been contracted to write a small business application for a dental clinic. It will only be used on two or three networked machines.

The application is going to be used to contain client information and billing information etc.

I am interested to know, what programming language and database would you recommend to use for such application. I am actually thinking VB or Delphi for front end, but I don't know which DB would be stable enough in a network environment.

The person with best suggestion and solid proof that the setup they recommend has been succesful in the past will be awarded the points. If possible, please provide examples of business applications or companies who use those development tools.
