You can't turn a "class" into a DLL, but you can "export" methods, etc. publicly. Use the native interface and JNI.

I use microsoft J++ 6.0 to package Java classes into COM objects that are built into DLLs. I'm not sure if you can still purchase this product, but it works well for me.
