Chnage System Font!

Hi,
 Thanks a lot in advance for answering my query.

 I have an application that i am Internationalizing. The application works well with English. However on English OS, with Chinese Resource DLL an Chinese IME, my application gives "????" as text in all controls or sometimes "|||".  
 If however i go to the "Control Panel"->"Regional Options" (Win 2K) and chnage the "Your Locale" to "Chinese (PRC)", ((ignore sorting order for now)), and change "Menu and Dialogs" to "Chinese", i start seeing everthing in chinese.
 After that even if i change the "Your locale" to "English", i still see everything in chinese as desired.
 I use the "Tahoma" font for all my dialogs, windows and other controls, since i was given the information that Tahoma supports all languages. (For debaters on this topic,  i would like to start a seperate discussion on this if need be later. Please let me, we can discuss later. I need to resolve this problem first!).
 My questions are
1. Was the problem because i did not have the necessary font?
 I checked this. The system where i never changed the locale to "Chinese (PRC)" ever, has the "Tahoma.ttf" and "Tahomabd.ttf". I checked a system where i changed the locale to Chinese (PRC) and these are the only 2 fonts i see.
 Are there are any other thing i need to look for?

2. Is there a way i can programmatically change the System font for "Dialogs", "Buttons" and other controls ( as in Regional Options->Menus and Dialogs"

 Also i find it strange that my application "Frame" can display Chinese characters! This happened only after i changed the font to Tahoma.

 I have checked the Setlocale() funtion, SystemParameterInfo" functions and have not found any clues.

 Any infor/clues from your end is welcome.
