Thanks for your response. The version of InstallShield is 10.5. I'd like to extract from setup.exe, but it seems if dotnetfx.exe is downloaded it's only ~20 something megabytes, and not 60mb. The 20 is a lot easier on transmission of files than the 60. Also, it seems to have been the case for me in the past, manually installing the .NET framework via dotnetfx.exe did not require a reboot on either a workstation or a server.

What version of InstallShield? I know IS 10.5 allows you to select where the .NET framework comes from (download, copy from source, or Extract from setup.exe).
It's in the Release properties called ".NET Framework Location".
As far as the preventing the reboot, if the Framework isn't there and needs to be installed, then a reboot may be required, even on a Windows server.
