On the form load event put:
vbbutton.enabled = false
Then on the click event of cancel and the click event of Add you can put
vbbutton.enabled = true
And that is that.

You can check the conditions and cancel the closing of the form in the Unload() event of the form. Set the "cancel" parameter to True to cancel the closing of the form. Here is a basic example that requires something to be input into Text1 before the form can be closed.

End Sub
Private Sub Form_Unload(Cancel As Integer)
If Text1.Text = "" Then
