lavak, ive never had to download and install KDE since it normally comes with most linux installs..
You may have to compile it, but you should normally receive a shell script to automate this for you..
Wherever you have extracted the files look for something like 'install.sh' and type './install.sh' at the console.
However its done it should be documented, so check the site where you got it, or look for readme's

I like KDE as a desktop (aka X client, windows manager, etc), but there are TONS of choices, so whatever works best for you.
/os/linux/ howlinuxwo rks/ linux_ hlxwindows .html
Try "startx"
Typically the configuration is setup in .xinitrc, which should be in your $HOME directory...
