Write to USB flash disk directly under Win 9x/XP to write boot sector.

I would like to make a program that can make a bootable USB flash disk.  I know there are lots of different methods for making them work (HDD emulation, Floppy emulation and Fat12, Fat16, Fat32 etc. Multiple partitions...).

Firstly, which is most compatible with most PC's with windows 98 boot disk files.

Secondly, Which Win32 API's do I need to write the boot sector (And/Or format the disk with different partitions), and have you any suggestions to make sure that a user doesn't use the tool unsuspectingly to wreck their main hard disk  (for example a way to get the device name, check it's USB, etc.)

If possible I would like to be able to use the program on both Win 9x and NT/2k/XP, and the program must have no external dependencies. (so not .net framework, java or anything like that). Any code examples would be great (C++/C#/VB).
