irc program for copying data from one chan to another

Hi, im looking to write or find a program for copying all data being displayed in a channel and being displayed in a different channel on a different network.. does anyone know of any programs or scripts... perferable irc tcl perl or C++ scripts that will do this? or if not.. could someone start me off in the right direction on writing this. Thanks,,,,
Ex... all data being displayed in a chan on efnet
emidiatly being transfered to a chan on dalnet..
