For example, if my VSS project hierarchy looks like
myRootProj
\myProj1
myFile1
myFile2
\mySubProj1
myFile3
\myProj2
myFile4
I want to label myRootProj as "Test Version" and have that label automatically applied to myFile1, myFile2, etc.

If myRootProj is the actual project then the label will automatically apply to the entire project tree, including all files.
Hope this helps.
