VB.NET - File.Copy returns Access Denied on the destination file.

I've created a program that will copy files from one folder to another. It will only copy newer files to overwrite the older if the file already exists.

The problem is that at times the file in the destination folder is lock in some way that the "Access Denied" error results. If I delete the file in the destination folder then the copy will succeed.

I've examined the file in question and can find no Locking reason. All attributes seem to be fine.
