query Switch using Simple Network Management Protocol

Is there any way available to query Switch using Simple Network Management Protocol or any other protocol to know the status of physical ports available in the switch. There are application available in the market to do the same. I would like to know the technology behind it? Or if I want to create an application(NMS) by myself how will I do this.
