Found Commercial Spyware on my system - which authority deals with this?

So, I discovered a commerical spyware programme on my computer.

I discussed it with my boss and believe her when she says she's not responsible for it.

We then checked her computer and found the same thing.

We would like to report it and have it dealt with officially. Neither she nor I are experts in this. Does anyone have suggestions, especially about defining the origin of it?
