Why 200MB VCD burn on CD only takes up 200MB, while 200MB VCD on a DVD disk takes up 1.2+ GB? and other questions

Hi,
I am really confused with these VCD/DVD thing now :(
There are several confusions I get here. (Need a lot of help as well =/ )
To start off:

I got some DVD blank discs (yay happy). So, I want to store my videos into there and be playable on DVD. Now since I am very noob on this issue. I get some stuff messed up. My first DVD testing, I had one video that is in VCD compatible MPEG1 format (mpg) and also one video that is in DVD format (DVD compatible MPEG2 Format (VOB). When I play it in the DVD player, the MPG one played fine, as soon as I get to the VOB one, i get 'error data' in my TV screen. I don't know if it is because of the DVD player or what.

The newb reason that I used VOB was because.. it says DVD.. so I assumed it works better with DVD. The other main reason is because I had a DVD that I copied the files over, and when I select one of the video in that DVD, it says DVD movie format. Which is what I get when I converted the .rm to VOB. So, I thought it is the same thing and will work fine. But it turned out it didn't work... Though there is one confusion on this one, hmm when I copied the working DVD (not mine), each one of the videos in that DVD had 3 different files, 1 is like 200mb, then 2 other small different type files. In my case, after I converted .rm to VOB, I only see one VOB files. I don't know if my DVD has those 2 types or not. (Then again :/ like I have said, I am really noob and newb to this stuff, but really want to learn, I apologize for all the stupid questions)

Another question that arise is:
I use Nero for burning. Anyways, now, when I use 'Make Video CD' option, my MPG files say that is 200MB, remains 200MB out of 700MB or w/e the max of a CD. Then, when I use 'Make DVD video, that MPG files that is 200MB because like 1.2+ GB ! :( that takes up 1/4 of the DVD size. Though, there is a DVD-9 (don't know what it is...) if I switch to that, the max changed from 4.xx GB to 7.xx GB (sorry I dont have the exact numbers)... So .. another confusion there =|

What I want to do is to be able to put at least 8 or so videos in one DVD just like the sample DVD. But I am really confused at what types fit best or what is correct type for DVD.. =/

The original files are all .rm (as they are smaller in computer & web storage). So I'd have to convert it first... now, I use Ultra Video Splitter to convert it, and there are many output types:
AVI Format (.avi)
MPEG1 Format (.mpg)
MPEG2 Format (.mpg)
DivX Format (.avi)
Xvid Format (.avi)
VCD compatible MPEG1 Format (.mpg)
SVCD compatible MPEG2 Format (.mpg)
DVD compatible MPEG2 Format (.VOB)
WMV files (.WMV)

And for each one, you can change the output quality, I like VCD lowest quality as it is way smaller in size than highest quality, and the quality on TV isn't too bad at all. 200MB VCD still 200MB or so in CD, but gets like 1.2GB+ in DVD .. =/  

I don't want to kill any more DVD blank disks :'( So, can someone please help me out and advice me on which direction I should go. I been making circles in past 2 days, trying to figure out on my own and trying different out of types.
