With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Need to Verify DVD format is NTSC or PAL

I am using Windows DVD Maker that is part of Windows Vista Ultimate. I am in the US (NTSC) and I am creating a DVD for a friend that requires the PAL video format.

I choose PAL in the options menu of Windows DVD Maker and burn the DVD. It comletes without issue.

However, the DVD plays fine in my cheap AMW V101 DVD player connected to my old Sanyo analogue CRT Television. I wouldn't expect that for a PAL DVD.

My question is, when I put the supposedly PAL format DVD into my PC DVD player, is there some property on the DVD or in one of the VOB, IFO, or BUP files in the VIDEO_TS directory, or in the Windows Media Player that will confirm, reveal or verify that the video format is PAL or NTSC?
