Resizing video in Adobe Premiere CS3

This is very strange, I thought this would be straight forward.

I have a screencast (1280x800) I want to bring it into Premiere, edit it slightly and export it as a smaller size for the web.

Problem is I can't seem to resize it. When I create a new project, I look 'Custom Settings' but the height and width are greyed out at 720x576 (which I can't change).
When I go to Project > Project Settings > General, again the frame size is greyed out.

Another problem is that when I drag it onto the stage, the movie is bigger than the actual frame size and cuts off the edges.

How can I resize my project/movie and how can I make sure the movie I import is the dimensions of my project?
