How to solve the Eaccess violation

I keep receiving the following error and almost always they include rtl70.bpl or coreide.bpl or some kind of important file which is stored in the systemroot of my windows xp computer, im an administrator so i thought i had access to the files which i installed myself, but delphi32.exe often is not allowed to write to files when i close it. I have replaced the files and reinstalled delphi too but the eaccess violation error is not giving up. Often in the error message i see the lines "leave critical section" numerous times before the actual exception occurs. I have windows xp professional on ntfs, with 512mb ram and 128mb graphic card and a pentium4 2800mhz which is just a month old, and i use delphi 7 enterprise. Can anyone help me out? I searched here and only found 6 solutions which did not describe my problem so i really need your help. I have altered the access rights of those files and even parts of the registry AFTER getting this error and that wont help either Nearly always it happens around address 4000.... and sometimes at address 0000000
