ini files

I am writing my first program and i want to make an ini file for saved variables and it should be read with "[options]" or "[stuff]" , that kind of style. What kind of file access do i use. I know i have to be able to read and write to it at the same time so do I use random or binary access? can someone give me an example of a program reading or writing to the ini file?

This question was awarded, but never cleared due to the JSP-500 errors of that time.  It was "stuck" against userID -1 versus the intended expert whom you awarded.  This corrects the problem and the expert will now receive these points; points verified.
