The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

BringToFront, SendToBack, but no BringForward or SendBackward?

I found that there are only two methods for arranging z-order of windows in Windows Forms. There are no more advanced ones that would make it easier to arrange controls on a form, especially regarding their docking behaviour. I might call the methods for  a specific set of controls to get the move-one-layer backward/forward behaviour, but there's no way to check the actual z-order?
A quick browse on google came with win api SetWindowPos for setting any z-order, but still no method to get the z-order to find the control on neighbouring layer.
