It would require some setup work, but the tools are there for using it for change management.
It has workflow and blogs and wikis and discussions and tasks and milestones, and has some form of version control - I haven't really looked at the current version, 'cause I'm using 1.<something> and it's at version 2.0.1. It's the free open-source, er, source of Novell's Teaming product. The document conversion engine that comes with the free version only uses OO.o but if you pay for the Novell version they have proprietary document format conversions as well.
It can be used for a lot more than change management - it's a collaborative workspace that can be used for whatever you can think of to use it for. Project management, knowledge management, whatever.
If you have Xen or VMware, they have a downloadable ready-to-run virtual machines available, with Kablink Teaming pre-installed and set up to use the OO.o converter and outbound mail-relay.
