With these you can get match but i dont know how accurate. Problem with these are that you dont know what RGB ICC profile it use in conversion example Adobe RGB or SRGB
if you dont have Pantone swatch book then best thing is try to get Lab values from NCS manufacturer and then convert to Pantone in Photoshop

Hi
If you know RGB, Lab, CMYK or HSB values of each NCS colour you can get match in Photoshop color picker by typing example Lab value of NCS colour in the picker and then choosing Pantone color library from the color libraries.
To get Lab values of each NCS color is to measure each swatch with spectrophotometer from NCS swatch book or try to ask the values from manufacturer of NCS system
Another option and the simplest is to take Pantone swatch book and find the closest match just visually comparing the Pantone and NCS swatches. Thats what I would do.
You also need to know what pantone system you are going to use:
Pantone Process Color Guide for process colour printing or Pantone Solid Color guide for solid color printing (SPOT colour)
