Hi, There are quite a few...

Take a look here for comparison:
http://en.wikipedia.org/wiki/Comparison_of_ticket-tracking_systems
All are web based, so they can work either on Win or Linux.
I recommend:

If you plan on setting up php, mysql and apache etc on this linux server you will be able to find many helpdesk scripts that can be installed on your server. Do a google search for free php helpdesk and you will get many results. With a help desk set up as a php website it could be accessed by any operating system your clients use by just visiting the website in their browser and logging into it.

Couple of examples of free scripts are:

http://www.eticketsupport.com/
http://www.qt-cute.org/products_qti.php
http://hybriddesk.com/

These just few examples but there are many out there.

Thanks

RT (already mentioned) is probably one of the most popular free trouble ticket systems out there.

However, it comes down as to what functionality you really require.  If you want something very basic, then there's probably easier options available.

.. and don't forget OTRS!

Very flexible, feature-rich and usable, yet not ultra-easy to install.
