Local Policy is changing

We have a couple of different domain group policy for different screen saver settings.  We have one policy that is the locking screensaver with password.  For some reason the local policy is changed to that setting when domain admins log on to the PCs.  If the user's domain policy is different, it goes with the local policy.  I need to stop it from changing the local policy.
