SBS 2003 Folder Permissions & tracing / Version Control

I have a customer with an SBS 2003 server, They want a folder structure that they can add a file to but then cannot change the file, or they want to then be able to version control the file and find out whose been accessing it and changing it.

does anyone know of a 3rd party software solution that can do this?
