Looking for template for SVN or CVS control and a script-modified application

Consider the following scenario: I'm in charge of an existing SQL Server database with which I'm about to initiate substantial changes. I'm going to make some of those changes myself and dole some of the work out to two ODesk subs with whom I share an SVN repository. I'm currently using the following protocol:
1. Initially, I provide a copy of the database back end and project specifications to each sub. So initially, all of us have identical objects.
2. The subs read the specs (hopefully they do so carefully) and start work on the project. Every change or addition that they make must be scripted and posted to the SVN repository.
3. All three of us are responsible for running the scripts belonging to the other members of the team to assure that our copies of the database are the same.

Then reality gets in the way:
1. Subs make changes to their copy of the database but fail to script it.
2. Subs fail to execute scripts generated by other members of the team.

As a result, I end up with three diverging copies of the database, and a herculean task of trying to figure out who owns what. I've tried periodically sending the subs a fresh copy of the back end. That presents problems of its own, but it generally helps.

Two questions:
1. I know other project leaders have been down this road. Can someone provide advice or recommend an article that address these issues?
2. I've been thinking about switching over to CVS. Do you think that CVS would work better, worse, or about the same as SVN?Start Free Trial
