Check your c:\program files\exchsrvr\exchweb permissions. Authenticated users should have Read access checked.(and nothing else). Open IIS drill down into Web Sites, Default Web Site, Exchange. Open Exchange properties, click Directory Security tab, Edit and verify that Integrated Windows Authentication and Basic Authentication are checked. If they weren't, restart the IIS service by opening a command prompt and type "IISRESET". This will reset your web site with the new settings.

You'll need to reset the permissions for your IIS. It's been a couple years since our Exchange did the same thing so I'm going to have to dig for a while.
