I could be confused between the usage of class library and mid-tier.

I thought the purpose of class library is to make change one time instead of making a change on each client application, or redoing the deployment.
let's say there is an application that was deployed and later on you would like to add something or modify something, are you going to modify then redploy the application as you did initially?
