iSeries Access has an Excel add-in that allows a direct transfer from a file on the 400 into Excel. You may have to install the add-in manually in order for it to show up. In Excel 97 it's under Tools>Add-ins. Browse to Program Files\IBM\Client Access\Shared and the add-in is called cwbtfxla.xll. After you install this add-in there will be options under the Excel Data menu to transfer to and from the 400.
Alternatively, the data transfer function by itself also allows you to specify Excel as a target format. For the output device specify File and go into Details to tell it what type of file you want. There are several Excel formats to choose from.

The sample source code that I've written for this article demonstrates
how to call this service program, and it also demonstrates a more
complex sample workbook -- including one that has multiple sheets --
and shows you how to use larger fonts and merge cells. You can

Geert Van Landeghem also has a tutorial online that demonstrates how
to use these Java classes to create an Excel spreadsheet. You can read
