Never IPL from tape, I don't think it's been configured as an IPL device. The SRC is set to manual D. I still have the original drives haven't wiped.

If you have support, as was said, call IBM -- they will walk you through it. If not, then you can follow what I have put below. Your mileage may vary, no guarantees.. but you can give it shot.
Assuming the Full Backup (option 21 on the Go Save Menu) tape is from the same hardware you can do the below. If it's not, then let us know because there are other processes need to restore to new hardware.

There is a procedure for this process in the IBM Backup and Recovery Guide. I do these all the time and the quickest way is to boot off IBASE CD and with IPL Source D .. when DST is up, initialize the load source just as you did. Then after that is done, you need to raid the system (if you have a raid controller or setup mirroring if you have it) ... once that is done, then you load the operating system from the alternate IPL device. There are menu choices that will allow you to set it. You should use the tape drive and load the OS from there. Then when the OS is loaded and you can sign on. Go to the system values and set QJOBMSGQFL to *PRTWRAP (it might crash if the job msg queue fills up and it's set to *NOWRAP) use the command "Go Restore" and choose option 21 for a full restore.
Once your restore is done, make sure you print the joblog out with DSPJOBLOG OUTPUT(*PRINT), so you have a record of anything you that might not have gotten restored. Such things as logicals in the libraries that are restored before the library for the physical is restored, etc..
After you do that IPL the machine and you should be ready to go. It really not that complicated but there are a lot of places you can get tripped up.. just follow the procedure in the manual and you should be good.

Hard to know what to suggest without a little more detail. What is the tape doing? Has it ever been used as an IPL device? (Was it ever configured as one?) What indicators are lit? What SRC is displayed (in the LCD front panel display)?
In short, what _does_ happen?
BTW, were the previous drives discarded? cleared?
