That message doesn't look exactly right, but it may be that you are trying to run the command with a profile that has limited capabilities (LMTCPB(*YES)).

If that is the case, you won't be able to run very many commands. You'll need to talk to your system administrator or security administrator to get rights to run commands.
Please run the command again, and do the following:
Put your cursor on the error message and press F1 for the detailed error description. Often, the detailed description will tell you exactly what is wrong and what to do to recover.
If you need more help, post as screen print of the detailed error message page(s), plus COPY and PASTE the exact command that you executed.
