How i can call a shell script to a C code program?

I have a C program code below(just 6 lines) and i need add one more function is check cpu usage load. I have already a shell script can display % cpu usage (You can see it under code ). it locate in /home/dell/cpuload.sh. How i can call the shell script (at the line // check cpu load here , don't care the part upon this line) and if over 80% return ret=CSCF_RETURN_FALSE.
Anyone can help me? I use linux and C just a month ago so could you please give me a complete, detail solution?
