Error in program for rpm !

Whenever I run an application rpm are getting an error message as follows :
Failed to install file
      You don't have the necessary privileges to perform this action

I am using Fedora Linux version 10. When I run rpm careful account login with root. Sorry for the English capital are, I come from vietnam. Looking forward to the feedback from you.
