Apparently, the memory leak is not caused by this code but by some other code in your DLL.
What else is in the function you are calling ?

When i use following code in my COM DLL and call that API from C++ application then it is showing memory leak . But if i use same code directly from my test appl then it is not showing any leak.
Can someone please help here?

There's nothing in the above that would cause any apparent memory leak. But, BTW: Since you are interested in the path name, why not using
L,buf,CSID L_MYPICTUR ES,FALSE);
TCHAR buf[MAX_PATH*2];
SHGetSpecialFolderPath(NUL
instead?
