TDI filter not working on Vista

We have a TDI filter that not are working on some Vista installations. All the winsock API calls bypass us. I have done some debugging and found out that afd.sys has a AfdCheckTdiFilter function that probably checks if there is a filter installed. But I can't figure out how this is working. Can someone point me in right direction?
