Aix 4.3.3

When i login as root in my Rs6000 running Aix 4.3
and i try to telnet or ftp i get the following errors

#ftp
exec(): 0509-036 Cannot load program ftp because of the following errors:
0509-130 Symbol resolution failed for /usr/lib/libbind.a(shr.o) because
0509-136 Symbol which_Rhook (number 38) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-136 Symbol which_Qhook (number 39) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-136 Symbol which_vc (number 40) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-136 Symbol which_connected (number 41) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-136 Symbol which_s (number 42) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-136 Symbol which_hostalias (number 43) is not exported from
dependent module /usr/ccs/lib/libp/libc.a(shr.o).
0509-192 Examine .loader section symbols with the 'dump -Tv' command

When login as regular user i can telnet and ftp with no problems.
