How does one run autoreconf under Windows?

There are many libraries that are portable between Unix and Win32, but they require rebuilding using the program autoreconf.  This is usually to build a configuration file/Makefile/etc. what options to compile with, etc.  How does one run this under Windows?  In particular, I am trying to build libmicrohttpd042.  How does one do that under Windows?
