The Solution Rating System

My MFC application starts from the user login window. The user is brought to the main program window when the user is acknowledged as a legitimate user depending on the password/username taken from the user login window. Basically, this user login window should be the first thing to appear when the application is executed.
My question is:
where and how should I call the user login window?
Do I need to call it in InitInstance of CApp before the main program window appears or in CDoc constructor?
