How do I extract only I frames from a MPG file?

I would like to write a program to extract certain type of frames from an MPG video file.  For example, I want to save out all Intra frames from a video file.  I need a code example demonstrating how to parse and read for GOP structures and identify the I,B, and P frames.  Or if anyone know of any SDK or DLL file that already has this capability.  Any pointers would be greatly appreciated.

I am just trying to do a portion of what GSpot and VirtualDub does already.
