The Solution Rating System

Windows - finding the hook to monitor keyboard/mouse activity

Is it possible to write a "reverse" screen saver such that an application would remain dormant until a given interval of time has passed where there has been keyboard and/or mouse activity?  In other words, the app would wake up after the user had been actively working anywhere in Windows for 30minutes...
