How do I create a child window with visible border and transparent client area?

Hi,
In a WinForm application I need to allow the user to select a rectangular area in the client area.
My approach has been to show a child window that has a transparent client area, but whose borders are visible and allow moving and resizing.
As the window is a top-level control, it can only become a child of the main window if I use MDI. But when I do so, the border of my child window becomes transparent too.
Should I indeed be using a window for this or maybe a User control?
How?
