The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

How to check for file or registry key?

I would like to email users a small file - ideally one they can't open and read unless they're "sophisticated/savvy" - such as an msi.  If I have to, a batch file will work.  These are to run on Windows 2000, XP, and Vista machines.

I want to look for the presence of a file or a registry key without letting the user know what I'm looking for.    If they are present, I want some output to say yes or no.

Here's some "Pseudo" code:
