OpenProcessToken get error ACCESS_DENIDED (5)

Please help... i'm developing an application that enumerate all process and account names, sid for each of them... when i use OpenProcess whit SE_DEBUG_PRIVLIGE enable work fine and i can terminate it well (for a test) but when i try to open the ProcessToken whit this function OpenProcessToken i get ERROR_DENIDED why? (i'm running the process as Admin and i try to open process such svchost.exe, smss.exe, crss.exe, lsass.exe)

a code snippet:
