How do I develop an application with modules?

I'm working on developing software in Microsoft Visual Studio but I'm unsure how I begin the coding. My intentions are to have it so you are able to add, remove, minimize, drag and drop modules on a form [sort of like the iGoogle main page but in an application] but I can't seem to find any documentation to hell start this process.
