software development: windows based user's activity tracking system

firstly i hopes i put this question in a correct topic area, and here is the scenario:
i'm trying to develop an application that will cover the following functionality:
- trackng a user logon & logout information on a windows based system.
- record all the website that the user visited in which will include of information such as the host's www address and ip address.
- record the print screen information of the user under a scheduled routine.
- record informations of all the programs that opened by the user
- the application must able to work on a multiple user environment where it may tracking multiple user's activity at the same time.

as the information provided above, what programming language is the most approriate to develop such an application? i think it should cover the client & server side interactivity?  where can i found the useful resources to continue with my works? any advice or information is greatly appreciated. jus let me noe if u required any additional information.Start Free Trial
