Shopping Cart / Selling Downloads

Hello -

I am looking into creating a website that sells video downloads.  Does anyone have any recommendations for software/scripts that would restrict number of times a video file could be downloaded? What I would like to do is offer 1 download, but provide some kind of backup link in case the download was interrupted.  

I am also looking at shopping carts, so any shopping cart software that has this download restriction functionality included would be great!  I will be using Access/ASP.
