Hi,
As far as I know 'Requirements Engineering' (RE) is basically a process / technique that shows:
1. What should be gathered in order to build a system.
2. Techniques to gather information from the stakeholders so that the system is fit for purpose. How to get the correct info from domain experts.
This would probably involve some sort of lateral thinking methods.
A 'Software Requirement Specification' (SRS) document is the documentation of the information elicited into functional areas etc...
This is my understanding
