Unable to empty "deleted items" folder in Outlook 2003

When I right-click on the Deleted Items folder & select empty "deleted items" folder I get the following error:

Error message: Outlook has not finished synchronizing local changes made to items in this folder. You can not delete this folder until the synchronization with the server is complete.

I can high-lite the emails in the deleted items folder & do a Shift-Delete though.

Sorry for the delay in getting back.  

It indeed was a corrupt .ost file.  I deleted & reopened Outlook ... everything is working properly now.

I tried the deleting ost option, that did not work. Switching the cahed mode option worked for me.
This can also mean a corrupt OST file.  If outlook is in Cached Exchange mode, turn it off.  File > Exit out of Outlook (to dump the OST file).  Re-open Outlook, then put it back in Cached Exchange mode, and File > Exit out one more time.  

This will recreate the bad OST file.

In my case, this resolved the problem.  I would always try this first, as its the fastest and least impacting solution.
