emachine windows XP shutdown problem

Emachine T2895, fully updated w/ SP2, hotfixes.
On exit to shutdown, works great - 3 seconds to shutdown.
On exit to restart, hangs with "Windows is shutting down..."
Cut power or hold start till power off and it will restart fine.
On exit to shutdown, also starts fine.
Thanks

Check for latest updates for your computer, bios, drivers, etc.

Take a look at these links;

http://aumha.org/win5/a/shtdwnxp.php

Also you can go to start<run< type in        msconfig            hit ok

Try a selective startup to see if you can determine the program causing the problem.

Originally, the problem with this computer was that randomly, it would not boot up at power turn on.  Having dutifully changed the power supply provided two days without flaw.  Next, I allowed Windows to update to SP2. Again, the computer worked for a couple days, but then presented the above problem of locking up on shutdown when the "restart" was selected. After trying nobus' suggestion, it began to work normally again.  I'm suspicious that problem will repeat itself when the computer is returned to its owner. Next step will be trying a new mother board.
Thanks for all the help, experts!
if you have intermittent problems with a pc, my way of dealing with it is :
1- inform the customer that it is intermittent, and may take several repairs to fix it.
2- everytime replace 1 part - the most suspected of course : power supply, disk, ram etc. . .
that way everytime you can scrap a device off the list, and get to the end eventually
